The Infrastructure and Transport Decree became law with 190 votes in favor and 34 against. The changes introduced came into force on 10 November after its publication in the Official Gazette. We have already talked about some of the main changes to the Highway Code , in particular, those relating to electric scooters. Let us now summarize all the most important changes that the Government has introduced.


Speaking of incentives, the decree had introduced the refinancing of the Ecobonus. We already know, however, that the new economic resources were exhausted in a few days. Another interesting change concerns the bonus for the purchase of electricity for those who have an ISEE under 30 thousand euros . Incentive that provides for a contribution of 40% of the purchase price . The Government has therefore released this contribution. Unfortunately, it could be late.

The effectiveness of paragraphs 77, 78, 78 – bis and 78 – ter is subject to the authorization of the European Commission pursuant to article 108, paragraph 3, of the Treaty on the Functioning of the European Union.

We therefore need the green light from the European Commission by 31 December 2021. Given the bureaucratic times it is difficult for that to happen. However, nothing prevents this bonus from being proposed again later, perhaps within the Budget Law 2022.

Let’s move on to the scooters we have already said a lot about. In summary, the maximum speed drops from 20 to 10 km / h (6 km / h in pedestrian areas) and there will be a requirement to have a reflective jacket half an hour after sunset and in poor visibility conditions. From 1 July of 2022, the new models will have to have direction indicators and brakes on both wheels. Technical equipment that will also be mandatory on old scooters from 2024.

Scooters with mainly electric propulsion can only circulate on urban roads with a speed limit of 50 km / h, in pedestrian areas, on pedestrian and cycle paths, on cycle lanes, on priority cycle roads, on own and on cycle paths reserved lane or wherever the circulation of cycles is allowed.

Another novelty, the possibility of using the test plate also on used cars. We had already talked about it and it is a change that will finally solve an important problem for all those who work in the used car sector

if said vehicles circulate on the road for needs related to technical, experimental or construction tests, demonstrations or transfers, also for reasons of sale or set-up.

News also for those who are getting a driving license. The validity of the pink sheet has been definitively extended to 12 months. The attempts for the practice exam go from 2 to 3. For new drivers there is also the possibility of being able to drive cars with higher power 70 kW and with a power / weight ratio higher than 55 kW / t but only if a person with a driving license for at least is present in the car years and under 65 years of age.

The limitations referred to furthermore, they do not apply to this paragraph if, as instructor, there is a person not older than sixty-five years of age alongside the driver, with a driving license valid for the same category, obtained for at least ten years, or valid for the higher category.

It is also expanded the ban on the use of electronic devices while driving to “ smartphones, laptops, notebo ok, tablet and similar devices “. Among the many other innovations that the Infrastructure Decree has introduced are the possibility of carrying out a taxi service for bicycles and motorcycles, the possibility for municipalities to create parking spaces for pregnant women and for parents with children under two years of age and new provisions for the stops of electric cars .

The vehicles with battery, they will be able to park in the recharging spaces no later than one hour from the end of the recharge.

This time limit does not apply from hours 23 at 7.

Finally, in case of driving without a license no longer need to go to the police to prove possession of the document (you must obviously pay the fine). This provided that the possession can be verified through databases.

The invitation to present oneself to exhibit the documents referred to in this article do not apply in the event that the existence and validity of the required documentation can be ascertained by consulting databases or public archives or managed by state administrations accessible by traffic police bodies, for except for the cases in which access to such databases or public archives is not technically possible at the time of the test.
